The anchor of confidence – a brutalist addition

Campbelltown City Council 1982 office extensions

On 18 September 1982 the Governor of New South Wales His Excellency Air Marshal Sir James Rowland AC, KBE, DFC, AFC opened the new brutalist style office extensions for Campbelltown City Council.

Gosford architects Grenfell, Fraser and Associates designed the office extensions and when combined with the 1964 building created one of the most important modernist building precincts in the Macarthur region.

Unprecedented growth

Mayor Thomas stated at the official opening that the city had undergone ‘unprecedented’ growth and embraced ‘enormous changes’ since 1964. (Official programme)

The city’s population growth had grown from 24,000 (1963) to 43,000 (1974) and by 1980 was 120,000.

The council’s administration was ‘strained to the limit’, and there was a risk of fragmentation of council departments. To avoid this, the architects recommended a new single building to accommodate council staff.

The architects presented three sites for the council’s consideration: the existing civic centre site;  Camden Road opposite the Campbelltown Catholic Club; and the Macarthur Regional Growth Centre.

Moral obligation

After considering the three options, the council felt that it had a ‘moral obligation’ to the existing Queen Street commercial precinct to remain at the civic centre site.

The new office building would act as an ‘anchor of confidence’, and the site would remain as the northern gateway to the commercial precinct. It would set a standard for future development in the area. (Official programme, 1982)

The council requested that the architects design a ‘four-storey administrative building’ of around  2000m2 with associated pedestrian plaza, landscaping and parking within the civic centre precinct.

In 1980 the civic centre precinct consisted of the 1966 single floor community hall, the 1971 single-storey library building, a single-story women’s rest centre, a service station, the former fire station and two-storey ambulance station. (Official programme, 1982)

For the completion of the project, the council needed to acquire the service station on the corner of Queen and Broughton Streets.

Dominant form

The primary design constraint on the civic centre site was the 1964 office tower of 1400m2  containing the council chambers and the administration offices.   (Proposed Civic Centre Development, Grenfell, Fraser and Associates, 1980)

The building completely dominated the precinct and was ‘considered as the major visual element in any design’ because of its height’. The architects described it as a “high rise” curtain wall construction with external sun shading’.  (Proposed Civic Centre Development, Grenfell, Fraser and Associates, 1980)

Architects Grenfell, Fraser and Associates felt that new building extension had to integrate with the 1964 office tower in a functional as well as aesthetically pleasing fashion.

The spirit of the past

The architects stated that the design of the new building extensions and its ‘scale, proportion and detailing’ recognised ‘the legacy of the district’ :

‘The “colonial” pitched roof on the new extensions reflects the graceful simplicity of colonial architecture, and the simple proportions, “depth” façade detailing and pitched roof echo the features of “old” Campbelltown buildings’. (Official programme, 1982)

The building design inspired Mayor Thomas to draw on the past and ‘old Campbelltown’ as an inspiration for his address.

The new building was a metaphor for the area’s pioneering spirit.

The mayor stated that the new building illustrated how the spirit of the Campbelltown pioneers had not ‘suppressed the basic community character of Campbelltown’s early days’.

‘The spirit of the hardy pioneer bred of early settlers is woven into the fabric of our history and community life of today’, he said.

‘The City of Campbelltown has an ancient heritage in terms of the nation’s history, and this is being matched by a vital modern record of achievement’, said the mayor.

The wisdom and vision of another progressive Governor of this State, Lachlan Macquarie, almost 160 years ago, formed the nucleus of the closely-knit community which continues to grow in size and stature. The spirit of the hardy pioneer breed of early settlers is woven into the fabric of our history and community life of today. (Official programme)

 

 

Scale, proportion and detailing

The new office building was set at the rear of the civic centre site and kept a ‘lower profile to Queen Street, consistent with the general two-storey nature of the older buildings’.  This design provided ‘an intermediate scale’ to help its integration with the existing higher 1964 building.   (Official programme, 1982)

The building materials for the project ensured that the external finish blended ‘aesthetically with existing buildings and landscape and are architecturally pleasing’, and the ‘finishes are dignified, tastefully chosen and dignified’. (Official programme, 1982)

The proposed building used reinforced concrete as the main structural element, with ‘precast concrete with exposed aggregate finish’ to the exterior walls with anodised aluminium window frames.  The internal walls were concrete blockwork with cement rendering.

The new design ‘provide[d] a building of similar bulk possessing a horizontal fenestration opposed the vertical nature of the existing building’ to act as a ‘counterfoil’ to the 1964 office tower. At the end of the design phase, the architects believed that the proposed scheme was both ‘aesthetically and materially adequate’ and ‘integrated functionally and aesthetically’ with the civic auditorium. Brutalist style

The monolithic presentation of the office building extension with a rigidly geometric style and large-scale use of poured concrete was representative of brutalist-style architecture.

Brutalism grew out of the early 20th-century modernist movement that is sometimes linked with the dynamism and self-confidence of the 1960s. The characteristics of the style are straight lines, small windows, heavy-looking materials, and modular elements with visible structural elements and a monochromic colouring.

The brutalist-style appeared in the post-war years in the United Kingdom and drew inspiration from mid-century modernism. The style became representative of the new town movement and appeared in modernist UK cities like Milton Keynes. Brutalism was common in the Sydney area in the late 1960s and 1970s and an integral part of the 1973 New Cities of Campbelltown, Camden, Appin Structure Plan.

Consequently, the Campbelltown area has several brutalist-style buildings including Airds High School (1974), Glenquarie Shopping Centre (1975), Campbelltown TAFE College (1981), Macarthur Square (1979), Campbelltown Hospital (1977), and Campbelltown Mall (1984).

 

Conclusions

The new 1982 office extension reflected how the winds of change from population growth had re-shaped the Campbelltown area since the construction of the 1964 modernist office tower.

Hope, heritage and a sense of place – an English village in the Cowpastures

Camden Heritage Conservation Area

In 2006 Camden Council designated the Camden town centre as a  Heritage Conservation Area, and later incorporated it in the  2010 Local Environment Plan. A heritage conservation zoning, according to Camden Council, is :

 an area that has historic significance… [and]… in which historical origins and relationships between the various elements create a sense of place that is worth keeping.

Historic significance

Several writers have offered observations on Camden’s historical significance.

Historian Ken Cable argued in the 2004 Draft Heritage Report prepared by Sydney Architects Tropman and Tropman that: Camden town is a significant landmark in the LGA.  

In 2006 Sydney architect Hector Abrahams stated that Camden was ‘the best-preserved rural town in the entire Cumberland Plain’ (Camden Advertiser, 28 June 2006).

Historian Alan Atkinson has argued that Camden is ‘a profoundly important place’, while historian Grace Karskins maintains that ‘Camden is an astonishingly intact survival of early colonial Australia’.  

 

Sense of place

In the early 20th century poets, artists and writers waxed lyrical that the town was like ‘a little England’.

Camden Council documents stress the importance of rural nature of the town for the community’s sense of place and community identity.

This is quite a diverse range of views.

This blog post will look at the historical elements that have contributed to the town’s sense of place, and ultimately its historical significance.

While none of these elements is new, this is the first time they have been presented this way.

 

A private venture of Englishmen James and William Macarthur

The village was a private development of Englishmen James and William Macarthur on the family property of Camden Park Estate.

The Macarthur brothers had their private-venture village of Camden approved in 1835, the street plan drawn up (1836) and the first sale of land in 1841.  All within the limits of Camden Park Estate.

The Macarthur brothers had another private venture village at Taralga on Richlands and Menangle on Camden Park Estate.

Creation of a little English village

The notion of an English-style village on the family estate must have been an enticing possibility for the Macarthur brothers.

In the Camden village, James and William Macarthur named streets after themselves and their supporters. They include John Street, Macarthur Road, Elizabeth Street, Edward Street, Broughton Street, Exeter Street, Oxley Street, Mitchell Street. The Macarthur family and funded the construction of St John’s church on the hill and donated the surrounding curtilage.

The Macarthur brothers created vistas from the family’s Georgian hilltop Georgian mansion across the Cowpastures countryside to their Gothic-style village church.

The Englishness of the Camden village entranced many visitors and locals, including artists and writers. On a visit in 1927, the Duchess of York claimed that the area was ‘like England.’

 

Strategic river crossing into the Cowpastures

The village was strategically located at the Nepean River ford where the first Europeans crossed the river. By the 1820s the river crossing was the main entry point to Macarthur brothers’ Camden Park Estate, the largest gentry property in the area.

The situation of the village on the Great South Road re-enforced the Macarthur brothers economic and social authority over the countryside.

The river crossing was one of the two northern entry points to their realm of Camden Park Estate, the other being at the Menangle.  Menangle later became another private estate village.

The Macarthur village of Camden would secure the northern entry to the family’s Camden Park estate where the Great South Road entered their property. By 1826 the river ford was the site of the first toll bridge in the area.

None of this was new as the river crossing had been the entry into the Cowpastures reserve declared by Governor King in 1803. The site was marked by the police hut in the government reserve at the end of the Cowpasture track from Prospect.

 

English place names, an act of dispossession

The Camden village was part of the British imperial practice of placing English names on the landscape. The name of the village is English as is the gentry estate within which it was located – Camden Park.

English place names were used in the area from 1796 when Governor Hunter names the site the Cow Pastures Plain. The Cowpastures was a common grazing land near a village.

Naming is a political act of possession, or dispossession, and is an active part of settler colonialism.

The Cowpastures was a meeting ground in between the  Dharawal, the Dharug and the Gundungurra people. The area was variously known as ‘Baragil’ (Baragal)’ or Benkennie (dry land).

Indigenous names were generally suppressed by English placenames until recent decades.

Initially, the Wild Cattle of the Cowpastures that escaped from the Sydney colony in 1788 occupied the meadows of the Nepean River floodplain.

The Cowpastures became a contested site on the colonial frontier.

The foundation of the Macarthur private village venture was part of the British colonial settler project.

The first Europeans were driven by Britain’s imperial ambitions and the settler-colonial project and could see the economic possibilities of the countryside.

Under the aims of the colonial settler project, as outlined by Patrick Wolfe and later LeFevre, the new Europeans sought to replace the original population of the colonised territory with a new group of settlers.

Hunter’s naming of the Cowpastures was the first act of expropriation. Further dispossession occurred with the government reserve, and later Governor Macquarie created the government village of Cawdor in the centre of the Cowpastures.

The Europeans seized territory by grant and purchase and imposed more English place names in the countryside, and created a landscape that mirrored the familiarity of England.

The colonial settlers brought Enlightenment notions of progress in their search for some kind of utopia.

 

Cowpasture patriarchs

The Macarthur private venture village was located in a landscape of self-style English gentry, and their estates interspersed with several small villages.

The gentry estates and their homestead and farm complex were English style village communities. One of the earliest was Denbigh (1818).

The oligarch-in-chief was Camden Park’s John Macarthur.

The Europeans used forced labour to impose English scientific farming methods on the country.

The Cowpasture colonial elite created a bunyip aristocracy and styled themselves on the English gentry.

On the left bank of the Nepean River were the gentry estates of Camden Park along with Brownlow Hill. On the right bank were the gentry properties of Macquarie Grove, Elderslie, Kirkham and Denbigh and several smallholders.

The ideal society for the colonial gentry included village communities. To foster their view of the world, the Europeans created the small village of Cobbitty around the Hassall family’s private Heber Chapel.

The village of Stonequarry was growing at the southern limits of the Cowpastures at the creek crossing on the Great South Road.  The village was located on the Antil’s Jarvisfield and later renamed Picton in the 1840s.

The picturesque Cowpastures countryside greeted the newly arrived Englishmen John Hawdon from County Durham. In 1828 Hawdon became the first person to put in writing that the Cowpastures area reminded him of the English countryside when he wrote a letter home.

 

The progress and development of the country town

The Enlightenment view of progress influenced the Macarthur’s vision for their Camden village. They sought to create an ideal village community of yeoman farmers and sponsored self-improvement community organisation including the School of Arts.

Within the Macarthur fiefdom, former estate workers became townsmen, took up civic duties and ran successful businesses.

The village of Camden prospered, became a thriving market town and the economic hub of a growing district.

The architectural styles of the town centre shine a light on the progress and development of the Macarthur village. The architectural forms include  Georgian, Victorian, Edwardian, Interwar moderne, Mid-20th century modern, and Post-modern.

The town centre served a host of functions for the community that are indicated by the types of land use in a country town. These include commercial, government, open space, industrial, transport, residential, religious, agricultural, amongst others.

 

The country town idyll and the appearance of heritage

Since the 1973 New Cities Structure Plan for Appin, Campbelltown and Camden there has been increased interest in the cultural heritage of the town centre. This is the first appearance of the influence of post-modernism in the Camden story.

John Wrigley conducted the first heritage study of the Camden town centre in 1985 for the Camden Historical Society.

Urban growth and the loss of rural countryside has encouraged a nostalgic desire for the past. This process had led to the evolution of the Camden, the country town idyll.

The heritage of the town centre is what the community values from the past that exists in the present. It is made up of tangible and intangible heritage, as well as multi-layered and multi-dimensional. The town centre story can is a timeline with many side shoots or a tree with the main stem and many branches.

The living history of the town centre is evident at every turn. At every corner. A visitor can be a time-traveller into the past. A view along the main street is a view into the past.

There are many locations in our local area where a person can be a time-traveller into the past. The traveller can be a participant in the area’s living history, ‘simply by being present’.

One of these sites is the commanding view from the hilltop at St John’s church. Here the traveller can view the Cowpasture countryside that nestles the Camden town centre within its grasp.

The mall hope forgot

The Airds Shopping Centre

Recently I came across an article about the future of the Airds shopping mall in the Macarthur Chronicle headed ‘Dilapidated centre set to be transformed’. It stated:

A wrecking ball could be swinging towards a dilapidated shopping village. The grand plans propose to demolish Airds Village shopping centre, on Riverside Drive, and replace it with a $21 million centre.

A sad story of decay and neglect

The imminent demolition of the decaying and neglected Airds shopping mall is a sad indictment of the dreams of many and the ultimate demise of the 1970s Macarthur Growth Centre.

The shopping mall is an example of urban decay in the middle of our local suburbia. It is a failure of modernism and the town planning utopia of city-based decision-makers.

The decay at Airds is not unusual and is symbolic of larger trends in global retailing where shopping malls are in decline.

The current dismal state of affairs hides the fact that in the mid-20th century there was great hope and optimism by Campbelltown’s civic leaders for the area’s development and progress.

Progress, development, and modernism

There grand plans for Campbelltown as a satellite city within the New South Wales state government’s County of Cumberland Plan.

Local confidence saw the construction of the 1964 modernist council chambers and in 1968 the declaration of city status, electrification of the railway and the announcement of  Sydney Region Outline Plan by the state government.

Influenced by the British New Town movement the city was incorporated in the State Planning Authority of NSW’s 1973 New Cities of Campbelltown Camden Appin Structure Plan.  This later became the Macarthur Growth Centre administered by the Macarthur Development Board.

Radburn – a ‘foreign country’

Airds was one of several ‘corridor’ suburbs of public housing that following the American Radburn principles.  The Airds shopping centre was built as part of the 1975 Housing Commission of New South Wales subdivision of ‘Kentlyn’ which was renamed Airds in 1976.

The Radburn principles were applied to five public housing estates that were developed by the Housing Commission of New South Wales in the Campbelltown area between 1972 and 1989. The other four estates were Macquarie Fields, Claymore, Minto and Ambervale.

The design concept originated from the town of Radburn in New Jersey in 1928 and reflected the optimism of American modernism around the motor car and consumerism.

Houses were developed ‘back-to-front’ with the front of the house facing a walkway or green open space and the back door facing the street. This meant that there was a separation of pedestrians and cars, with a large communal open area centred on the walkways between the rows of houses. This resulted in a streetscape consisting of rows of high blank fences enclosing backyards.

Travis Collins from the University of New South Wales argues that the Radburn principles were initially designed for aspirational upper-middle-class areas and their desire for a garden suburb, where pedestrian walkways and common areas linked across the estate. These areas were expected to be the centre of neighborhood life without the need for a car.

Radburn watered down

The suburb of Airds, and other Campbelltown public housing estates, started off with grand plans that evaporated over time due to: changes of government; cost-cutting; abolition of government instrumentalities; and neglect. This resulted in a ‘watered down’ Radburn vision.

The public housing estates did have extensive open space which was true to Radburn principles. Yet there were compromises and the Housing Commission built townhouses that were counter to the  Radburn concept.

The tracts of open space became wastelands of neglect and vandalism that were poorly provisioned and maintained by the Housing Commission with a lack of privacy and security. The back lanes and streets were isolated, lacked security and resident surveillance and were sites characterised by dumped rubbish and graffiti.

The estates were populated with high numbers of single-parent families who suffered from high levels of social exclusion, unemployment, and low incomes.

Radburn failures

Collins argues that the Radburn principles were a failure and contributing factors included: poor surveillance of the street by residents because of high rear fences fronting the street; anti-social behaviour along the walkways and open space areas; and the low socio-economic status of residents.

The failure of the Radburn scheme was finally recognised by the authorities in the early 2000s. They acknowledged that: the design was unsuitable for concentrated public housing estates; they created confusing neighborhoods with unsafe walkways, poor car access, and poor surveillance of areas of open space; the poorly constructed housing stock became run down and dilapidated; the housing stock was infested with termites. Some of these issues were reflected in Airds and the shopping mall from the mid-1970s.

Memories of hope

In the 1970s I taught at Airds High School adjacent to the shopping mall and my memories are mixed. Young people who came from disfunctional backgrounds, yet their resilience allowed them to rise above it, grow and mature into sensible young adults. This process is supported by the life experience of former Airds resident Fiona Woods (Facebook, April 2020) who grew up in Airds in the 1970s and 1980s. She says:

I have the best memories of Airds, especially that shopping centre. Riding our bikes to buy lollies.  Growing up in Airds in the 70s was very communal. I loved it. I arrived at Airds in 1977 when I was 3 and lived there until 1984. I went to John Warby [Public School]. There was such a strong sense of community. My mum met her best friend when they moved into their new houses in Airds. They have been friends for over 40 years and still speak daily.

Fiona tells the story of her sister who taught at Airds High School in the 1990s. She found the teaching experience challenging, as I did 20 years earlier, yet the youngsters were confident, grounded and without airs and graces.

Similarly I found Airds school children had a refreshing unsophisticated innocence that was generated by difficult circumstances. They were unpretentious and you quickly knew where you stood with them teaching in a classroom that was always full of unconfined energy. You always had classroom ‘war stories’ and I said that this is where I did my ‘missionary work’.

Bogans galore and more

The Airds shopping mall is a metaphor for what happened to Campbelltown between the 1970s and the present. It represents the collision of modernism and neoliberalism in place. The optimism of the 1960s contrasting with the despair of the 1980s.

The shopping mall is a metaphor for the stereotypes that are bandied around over the geographical term ‘Western Sydney’ and the use of terms like ‘bogan’ and ‘westie’. Typified by Sydney’s latte line where city-based decision-makers dealt with suburbs west of the latte line as a foreign country. In 2013 Campbelltown journalist Jeff McGill took exception to ‘bogan’ characterisation of the Campbelltown area by the Sydney media.

Gabrielle Gwyther put it this way:

Derogatory labeling of residents of western Sydney was aided by the social problems and cheap aesthetic of large-scale, public housing estates developed in the 1950s at Seven Hills, followed by Green Valley and Mount Druitt in the 1960s, and the Radburn estates of Bonnyrigg, Villawood, Claymore, Minto, Airds and Macquarie Fields in the 1970s.

De-Radburnisation

These failures were acknowledged in 1995 with the state government’s public housing renewal projects and their de-Radburnisation through the Neighbourhood Improvement Program.

At Airds this is partly responsible for the re-development of the shopping centre as outlined in the Macarthur Chronicle.

Menangle mid-20th century milking marvel

One of the largest tourist attractions to the local area in the mid-20th century was a local milking marvel known at the Rotolactor.

The Rotolactor was truly a scientific wonder that captured the imagination of people at a time when scientific marvels instilled excitement in the general public.

In these days of post-modernism and fake news this excitement seems hard to understand.

What was the Rotolactor?

The Rotolactor was an automated circular milking machine with a rotating platform introduced into the Camden Park operation in 1952 by Edward Macarthur Onslow from the USA.

The Rotolactor was part of the process of agricultural modernism that the Macarthur family had implemented on their colonial property of Camden Park Estate to improve their dairying operations in the mid-20th century.

The idea of a rotating milking platform was American and first introduced in New Jersey in the mid-1920s.

The 1940s manager of Camden Park Lieutenant-Colonel Edward Macarthur Onslow inspected an American Rotolactor while overseas on a business trip and returned to Australia full of enthusiasm to build one at Camden Park.

 

The Menangle Rotolactor was the first in Australia and only the third of its kind in the world.

The rotating dairy had a capacity to milk of 1,000 cows twice a day. It held 50 cows a time and were fed at as they were milked. The platform rotated about every  12 minutes.

The Rotolactor was a huge tourist attraction for the Menangle village and provided a large number of local jobs.

In 1953 it was attracting 600 visitors on a weekend in with up to 2000 visitors a week at its peak. (The Land, 1953Mar27)

Town planning disruption

In 1968 town planning disrupted things. The Askin state government released the  Sydney Regional Outline Plan, followed by the 1973 the New Cities of Campbelltown, Camden and Appin Structure Plan, which later became the Macarthur Growth Centre in 1975.

The structure plan did recognise the importance of the Rotolactor and the cultural heritage of the Menangle village. (The State Planning Authority of New South Wales, 1973, p. 84)

These events combined with declining farming profits encouraged the Macarthur family to sell out of   Camden Park  including the Rotolactor and the private village of Menangle.

The Rotolactor continued operations until 1977 and then remained unused for several years. It was then purchased by Halfpenny dairy interests from Menangle who operated the facility until it finally closed in 1983. (Walsh 2016, pp.91-94)

Community festival celebrates the Rotolactor

In 2017 the Menangle Community Association organised a festival to celebrate the history of the Rotolactor. It was called the Menangle Milk-Shake Up and  was a huge success.

The Festival exceeded all their expectations of the organisers from the Menangle Community Association when it attracted over 5000  of people to the village from all over Australia. (Wollondilly Advertiser, 18 Sept 2017)

The Menangle Community Association Facebook page described it this way:

‘A true country event like in the old days. So many visitors came dressed up in their original 50s clothes, and all those wonderful well selected stall holders. It was pure joy.’

Despite these sentiments the event just covered costs (Wollondilly Advertiser 5 April 2018)

The festival’s success was a double-edged sword for the organisers from the Menangle Community Association.

Urban development

The festival’s success demonstrated to local development interests that Rotolactor nostalgia could be marketized and had considerable commercial potential.

The Menangle Community Association attempted to lift the memory of the Rotolator and use it as a weapon to protect the village from the forces of urban development  and neo-liberalism

The success of the festival was also used by Menangle land developers to further their interests.

Developer Halfpenny made numerous public statements supporting the restoration of the Rotolactor as a function centre and celebrating its past. (The Sydney Morning Herald, 22 December 2017).

The newspaper article announced that the owner of the site, local developer Ernest Dupre of Souwest Developments, has pledged to build a micro brewery, distillery, two restaurants, a farmers market, children’s farm, vegetable garden, and a hotel with 30 rooms.

In 2017  the state government planning panel approved the re-zoning of the site for 350 houses and a tourist precinct. Housing construction will be completed by Mirvac.

Mr Dupre stated that he wanted to turned the derelict Rotolactor into a function with the adjoining Creamery building as a brewery, which is next to the Menangle Railway Station.

He expected the development to cost $15 million and take two years. The plan also includes an outdoor concert theatre for 8000 people and a lemon grove.

Delights of Newcastle modernism

The CHN blogger has been out and about recently looking around the Civic Park precinct of  Newcastle in the Laman and Auckland Street quarters.

Newcastle is a city of contrasts starting out as a penal settlement in 1801 known as King’s Town  and now  a thriving port with one of the world’s largest coal loaders, located in one of the world’s busiest coal loading ports.

Yet hidden amongst former warehouses and port facilities are some architectural delights in the city centre. Just to prove that what is old is new again in Hunter Street, the city centre’s main roadway spine, that are trams again after an absence of over 60 years.

The city has escaped the high-rise buildings which are the way of Sydney and Melbourne so far because former coal mines undermine the city centre and have provided challenges for modern development.

The city of Newcastle has a number of buildings that are influenced by modernism, some from the interwar period while there others from the mid-20th century.

The CHN blogger’s eyes by capture by a number of  architectural gems starting with the War Memorial Cultural Centre which houses the city library, then NESCA House,  Northumberland House and the façade of the former Salvation Army Men’s Hostel building at the corner Auckland and Gibson Streets, all now part of the University of Newcastle.

The image shows the front of the Newcastle War Memorial Cultural Centre opened in 1957 and  originally home to the city’s library, art gallery and conservatorium of music. The facade is influenced by post-war functionalism and is part of mid-20th century modernism. Designed by NEWMEC consortium of Newcastle architects and built by F Doran and Sons. The centre was part of the post-war vision for a civic square adjacent to the town hall precinct. A number of mature fig trees were removed in Laman Street in early 2000s to public protests. This is the front entrance of the 1939 Art Deco style NESCA House. The building was the head office of the Newcastle Electric Supply Council Authority which supplied electricity to the Newcastle town area. Designed by eminent Sydney architect Emil Sodersteen – who also designed the Australian War Memorial – and fellow architect John Crust. Sodersteen and Crust were influenced by the ‘new streamlined functionalism’ of European architects. The building was purchased by the University of Newcastle in 1992 and is now known as University House. (I Willis, 2018)

This is a classical-style entrance portico of a building that is part of architectural style of the mid-20th century modernism. Built in 1951 by prominent Newcastle building JC Davis & Sons and designed by F.G.D. Stone (Chief County Planner)/Rodd and Hay. The building was the head office for the 1948 town planning scheme for the Northumberland County Council modelled on British town planning principles. What is Camden’s heritage, does it really matter and what does it mean?

What is Camden’s heritage?

 

Journalist Jeff McGill wrote an oped in April 2017 in the Campbelltown Macarthur Advertiser opening with the headline:

Camden heritage worth saving

McGill continued:

Such a pretty tree-lined streetscape, full of old-world charm. I’ve often stood at that green paddock next to the church, with its views across the valley…  locals are up in arms as online rumours swirl about moves by the church to sell the land…Right next to Camden’s most famous heritage landmark, an 1840s gem described by one government website as “a major edifice in the history of Australian architecture”.

In May 2017 the views of Wollondilly Councillor Banasik on heritage were reported in the Camden Narellan Advertiser by journalist Ashleigh Tullis with respect to greater urban development at Menangle.

Cr Banasik said this development opposed the shire’s ethos of rural living. The heritage of the area is amazing – there is Camden Park, Gilbulla, Menangle Store and the rotolactor site,” he said. This development just ain’t rural living.

Journalist Kayla Osborne reported  the views of town planning consultant Graham Pascoe on heritage and the Vella family’s new commercial horticulture venture at Elderslie in the Camden Narellan Advertiser in May.

Mr Pascoe said the heritage nature of the site and its proximity to Camden had been well-considered by the Vella family…the land was ideal for farm use…the land has been farmed in the past…We believe we will provide a model…farm at the entrance to the Camden town centre.

The views on heritage expressed in these stories do not actually define heritage.

There is an assumption or a presumption that the reader understands the intended meaning of the word heritage in each of these contexts.

So what was the intended meaning of the word heritage in each of these articles?

To answer that question another must be asked: What is Camden’s heritage?

 

What is heritage?

 

The term heritage is not that straight forward. There are a range of definitions and interpretations. The term is not well understood and can raise more issues than it addresses. Jana Vytrhlik, Manager, Education and Visitor Services, Powerhouse Museum (Teaching Heritage, 2010) agrees and says:

I think that heritage is one of the least understood term[s], it’s like culture, it’s like art, it’s like tradition, people really don’t know exactly what it means. http://www.teachingheritage.nsw.edu.au/section09/vytrhlik.php

To start with it is a useful exercise to say what heritage is not. Heritage is not history. Historian David Lowenthal says that

Heritage should not be confused with history. History seeks to convince by truth… Heritage exaggerates and omits, candidly invents and frankly forgets, and thrives on ignorance and error… Prejudiced pride in the past… is its essential aim. Heritage attests our identity and affirms our worth.

What is history

 

The word ‘history’ comes from the Latin word ‘historia’, which means ‘inquiry’, or ‘knowledge gained by investigation’.

History tells the stories of the past about people, places and events. History is about what has changed and what has stayed the same. History provides the context for those people, places and events.

History is about understanding, analysing and interpreting the past based on evidence. As new evidence is produced there is a re-examination and re-interpreting of the past.  History is about understanding the why about the past.

 

Meaning of heritage

The meaning of heritage is not fixed and historian Graeme Davison maintains that the history of the word heritage has changed over the decades.

Initially heritage referred to what was handed down from one generation to the next and could include property, traditions, celebrations, commemorations, myths and stories, and memories. These were linked to familial and kinship groups, particularly in traditional societies, through folkways and folklore.

In the 19th century the creation of the nation-state, capitalism and modernism led to the creation of national myths, national stories and national heritage.

ln the 1970s, the new usage was officially recognised. A UNESCO Committee for the Protection of World Cultural and Natural Heritage adopted the term ‘heritage’ as a shorthand for both the ‘built and natural remnants of the past’.

Graeme Davison defines heritage in The Oxford Companion to Australian History as

inherited customs, beliefs and institutions held in common by a nation or community’ and more recently has expanded to include ‘natural and ‘built’ landscapes, buildings and environments.

In New South Wales heritage has a narrower legal definition under the Heritage Act 1977 (NSW) as:

those places, buildings, works, relics, moveable objects, and precincts, of state or local heritage significance.

Heritage can be categorized in a binary fashion: cultural heritage/natural heritage; tangible heritage/intangible heritage; my heritage/your heritage; my heritage/our heritage.

What is significant about Camden’s heritage?

In 2016 the Camden Resident Action Group attempted to have the Camden town centre listed on the state heritage register. The group obtained statements of support which outlined the significance Camden’s heritage. Statements of support were from Dr Ian Willis (UOW), Associate Professor Grace Karskens (UNSW) and Emeritus Professor Alan Atkinson.

The lost world of Carinya

A 2010 meeting of Camden Council on Sydney’s southern outskirts voted five to four to demolish a simple 1890 Federation farm cottage known as Carinya at Harrington Park. The owner, Nepean Pastoral Company, wants to develop a 97-residential lot subdivision on the farm site.

The decision illustrates a wider malaise that has enveloped heritage in this state — a worrying trend that is seeing our past disappear.

Demolition of Carinya

Camden Council’s decision to approve Carinya’s demolition was based on reports written by heritage consultants, Urbis. Urbis stated that, while the cottage was intact and in reasonable condition, it was not of local significance. In their view Federation cottages, while rare in the Narellan area, are not rare in the Camden local government area (LGA). Secondly, Carinya has little associative value with the Cross and Paxton families who lived there.

Many people do agree with these conclusions. In the past Carinya has been overlooked in heritage surveys of the Camden LGA and had not been included on any local lists of historic houses. While not a reason for demolition, it is a contributing factor.

Jonathon Chancellor noted recently in a story on the fight to save the Tilba residence in Burwood Heights that many councils had “neglectful heritage lists” and included Camden.

Even more damming, ”heritage listing at the local level does not provide much protection at all”, wrote Graeme Aplin, from Macquarie University, in Australian Quarterly (May-June 2009).

”What we have witnessed over the last five years is the systematic dismantling of heritage protection,” stated Sylvia Hale, Greens spokeswoman on planning (”Heritage at risk”, National Trust Magazine, February-April 2010).

More than this the imminent loss of Carinya reflects wider problems in heritage affairs across New South Wales. There is a blatant disregard of the importance of simple cottages of historic value especially at a local level. They represent the lives of ordinary folk. Simple salt of the earth people who struggled to make a living from the soil.

The story of Carinya fits within the Australian Historic Themes identified by the Australian Government (Australian Heritage Commission 2001). These are common national standards for idenfication and conservation of heritage places. Yet this does not qualify Carinya for recognition of local significance.

Even examples of Australia’s important early colonial houses on Sydney’s urban fringe, which are of national significance, such as like Oran Park House and Maryland suffer from indecision and dithering by the authorities.

Conflict of interest in heritage

There is a real, or at least a perceived, conflict of interest for some by heritage consultants in the assessment process. Consultants are a gun for hire. There needs to be a separation of roles in the assessment process of historic houses. The judgment concerning the assessment of significance should be conducted by an independent third party. Heritage consultants should not be judge, jury and hangman. There is a need for due diligence.

The assessment process needs the expertise of professional historians to examine the appropriate historical evidence. There were no historians engaged in the assessment process of Carinya. Urbis has largely relied on a cursory examination of documents at the local library and museum.

Council planning and development officers are under incredible pressure to meet timely decisions for development applications. This particularly applies in the Camden LGA, which is a designated growth area for Sydney.

Council officers and their elected councilors rely on reports written by heritage consultants. Officers and councilors may have had little or no specific training assessing heritage significance, local or otherwise. They are not experts in history and heritage.

One of the casualties in the assessment process is the thorough and considered assessment of historic houses.

Loss of interest in heritage

The current political climate in NSW is not conducive to the protection of historic houses. Heritage is not a high priority. Crowded Sydney and a shortfall in housing stock are political priorities. For this read new estates on the urban fringe, like the approved Carinya farm subdivision.

The developers of Carinya farm housing estate are selling a dream that is just that, a dream. The new estates create a bland homogenised suburban streetscape with little charm or character.

The Carinya farm sub-division is part of Sydney’s urbanisation. An octopus that devours all in its path — including ethical standards, community identity, sense of place and apparently local heritage and history.

The destruction of simple charming 19th century cottages is unnecessary. There is a demand from house buyers who want to live in historic cottages. These buyers restore the cottages to their former glory.

What have we come to in the new century? We have certainly not come to appreciate our past, our inheritance.

In October 2016 historian and author Dr Ian Willis addressed a Council Council general meeting. He spoke in support of a motion proposed by Councillor Cagney for the formation of a heritage protection sub-committee.

I would like to thank the councillors for the opportunity to address the meeting this evening.

I would like to speak in support of the motion put by Councillor Cagney.

I think that a section 355 sub-committee on Heritage Protection is long over due in the Camden Local Government Area.

A panel of councillors, experts and community members could give sound and constructive advice to Camden Council on local issues of substance related to local heritage.

This could contribute to the Council’s knowledge of heritage matters within the community.

The proposed Heritage Protection sub-committee could allow stakeholders a platform to voice their concerns around any proposed development that effected any issues concerning heritage in the Local Government Area.

The proposed Heritage Protection sub-committee could seek the view of external experts on contentious heritage matters within the Local Government Area.

The proposed sub-committee could provide considered advice to Council on matters of heritage concern to the community.

Perhaps provide more light that heat on matters of community concern.  Such advice might lower the noise levels around proposed development around heritage issues that have arisen in recent months.

In 2010 I wrote an article that appeared in Fairfax Media which I called ‘Heritage, a dismal state of affairs’. It was in response to an article by journalist Jonathan Chancellor about the neglected state of Camden’s heritage lists.

In the article I quoted Sylvia Hales view expressed in the National Trust Magazine that in New South Wales there had been ‘the systematic dismantling of heritage protection’ over the past five years.

I also quoted the view of Macquarie University geographer Graeme Alpin who wrote in Australian Quarterly that ‘heritage listing at the local level does not provide much protection at all’’.

I expressed the view at the time that there needed to be a ‘ thorough and considered assessment of historic houses’. And that

The current political climate in NSW is not conducive to the protection of historic houses. Heritage is not a high priority.

Six years later I have not changed my view.

The proposed sub-committee could give greater prominence to the Camden Heritage Inventory, similar to Campbelltown Council and Wollondilly Council.

In 2015 I wrote a post on my blog that I called ‘Camden Mysterious Heritage List’ in frustration after spending a great deal of time and effort trying to find the heritage inventory on the Council’s website. It is still difficult to find.

In conclusion, the proposed Heritage Protection sub-committee would be a valuable source of advice for council and provide a platform for the community to express their view around heritage issues.

Camden Needs A Residential Heritage Style Guide

There is a crying need for a local Camden Residential Heritage Style Guide. Why do other Local Government Areas in Australia have a Residential Style Guide for their heritage housing styles but Camden does not.

Camden is one of Australia’s most historic localities and yet newcomers and locals have to guess what is an historically accurate guide to residential housing styles.

The new Camden Region Economic Taskforce (CRET) is an opportunity to promote the historic and heritage nature of the local area. The Taskforce promotional material states that Camden LGA has a ‘unique history’ and that the aim of the CRET is to maintain ‘Camden’s unique historic heritage and natural environment’.

This is an opportunity to the see if Camden Council is prepared to back its words with action. One easy way to do this would be to draw up a Residential Heritage Style Guide for the Local Government Area.

Camden heritage is a tourism drawcard to the local area. It creates jobs and business opportunities.

The aim of the CRET is

  1. creation of jobs
  2. attraction of investment and
  3. creating the right environment  to support the growth of business and industry (both existing and future).

Houses are an integral part of our daily lives. We live in them and take them for granted. But they are more than this. A house is an historical statement of its time. As history changes so does the type of housing.

The CRET publicity states that the Camden LGA is a ‘rapidly growing area’ and is subject to change in the form of ‘rapid commercial and industrial development’ and there needs to be an understanding, according to the CRET, of ‘our unique heritage’.

The final membership composition of the Camden Regional Economic Taskforce (CRET) was announced by Camden Mayor Symkowiak on 3 November 2017. The press release making the announcement states;

There a number of housing styles that have been identified by architects in Australia since colonial times. The major periods of the styles are:
1. Pre-colonial period 30,000 BCE – 1788
2. Old Colonial Period 1788 – c. 1840
3. Victorian Period c. 1840 – c. 1890
4. Federation Period c. 1890 – c. 1915
5. Inter – War Period c. 1915 – c 1940
6. Post – War Period c. 1940 – c. 1960.
7. Late Twentieth Century c. 1960 – c. 2000
8. Twenty –First Century c. 2000 – present.
The Camden Local Government Area has residential buildings from most of these time periods.

The housing style of a particular location in the Camden or Narellan area gives the place a definite character and a certain charm. It is what makes a place special and gives it a sense of its own identity (Inter-war period along Menangle Road). The housing style will give the place its special qualities. The houses are a reflection of the times in which they were built.

 

The style is an indicator of the historical activities that have gone on in that area. It is a statement on changing tastes, lifestyles, social attitudes, cultural mores, and a host of other factors (Inter-war cottages in Elizabeth Street and the use of colour glass in lead-light windows or the appearance of garages for the new motor cars of the day).

The housing style may be complemented by a garden and landscaping that reflected the tastes and lifestyles of the occupants of the building. Even gardens go through fashion trends (English style gardens or native gardens).

 

The housing style says a lot about the occupants. Whether they were landed gentry who owned one of the large estates in the area (Camden Park House, Brownlow Hill, Denbigh) or ordinary farmers who were making a living from a patch of ground (simple Federation weatherboard cottages like Yamba cottage in Narellan or the Duesbury family in Elizabeth Street or Hillview in Lodges Road).

Camden has been remote from the urban influences that drove the high forms of these architectural styles. But local people adapted the style to suit their particular purpose (simple Federation brick or timber farm cottages like in the Struggletown complex or Barsden Street). Sometimes they created their own vernacular style that used local materials.

 

Some of these styles have more examples in the Camden area than others. This reflects the economic prosperity in the history of the area. The Inter-war period is one of these times. Between 1915 and 1940 the town grew based on the wealth generated by dairying and later coal. There are quite a number of inter-war buildings in Camden (Californian bungalows in Menangle Road and Murray Street). The post-war period of housing construction in Camden in Macquarie Avenue and along the Old Hume Highway was driven by the economic activities surrounding the mining of coal in the Burragorang Valley.

 

Each housing style illustrates cultural influences from Great Britain in the Victorian style or from the United States in the Inter-war period in the Californian Bungalow and the Ranch style in the post-war period.

The local housing stock shows the skills and expertise of local builders, such as Harry Willis or Walter Furner who constructed many of the Inter-war housing stock. Ephraim Cross who supplied brick for some of the Federation style cottages in the area or James English in the 1940s or Ron McMIllan in the 1950s and 1960s.

 

Each period represents the modern and progressive ideas of its time. Each housing style is a representation of the hopes and aspirations of those who built the houses. Just as Oran Park housing developments are representative of the late 21th century so Harrington Park and Mt Annan are representative of the late 20th century. They have been driven by the urban expansion of the Sydney area.

 

Within each of the major time periods there are a number of sub-divisions. There are around five major styles within the Inter-war period, such as the Californian bungalow (West coast USA influence) or the Art Deco (European influences). The post-war period has around six style divisions ranging from the austerity (which reflected the lack of availability of building materials and labour following WW2) to ranch style (which illustrated the post-war influences from West coast American and Californian housing styles).

Camden needs a Residential Heritage Style Guide to consolidate all these factors and influences in the Local Government Area.

Why is it that other Local Government Areas around Australia can achieve this but Camden cannot?  What is the matter with out local government representatives? Examples from other parts of Australia include

  1. The New South Wales seaside community of Moruya has a wonderful document called the MORUYA RESIDENTIAL STYLE GUIDE.
  2. In South Australia the inner Adelaide City of Unley’ has a document called Appreciating Heritage and Character Dwellings Design Guide 1 .
  3. In Queensland the Toowoomba Region Council has a series of guides for heritage properties covering Victorian, Edwardian and Inter-war houses.
  4. In Western Australian the City of Subiaco has issued a document called Dwelling Style Indicator for bungalow architectural styles

Camden Local Government Area has examples of housing stock that corresponds with each of these housing styles. What is wrong with Camden Council on this matter?

Beulah and Sydney’s Urban Sprawl

Beulah is an historic farm property on Sydney south-west rural-urban fringe. Beulah has a frontage to Sydney’s notorious Appin Road and is an area of Sydney’s ever increasing urban sprawl. The property is caught in a pincer movement between two new land releases at Appin and Mount Gilead. These developments  threaten to strangle the life out of Beulah is a vast sea of homogenised suburbia by swallowing up local farmland.

In 2015 NSW Planning Minister Stokes declared that Sydney’s  ‘urban sprawl is over’ with the land release for 35,000 new homes at Mount Gilead, Wilton and Menangle Park.  On the other hand planning Professor Peter Phibbs, from the University of Sydney, stated that the land release meant that there was ‘urban sprawl plus’. [1] Needless to say these sentiments are not new and were expressed in the Macarthur region in 1973, meanwhile urban sprawl continues.

Beulah

Beulah is a heritage gem and possesses stories about local identities and events that add to a sense of place and construction of a local identity. Beulah was purchased by the Sydney Living Museums in 2010 as part of its endangered houses fund project.

The Beulah estate is located on the eastern edge of the clay soils of the Cumberland Plain abutting the Sydney sandstone of the Georges River catchment.  The property contains an 1830s stone farm cottage with a number of out-buildings, a stone bridge and 60 hectares of critically endangered woodland.

Beulah’s sense of place is constructed around stories associated with the Campbelltown’s pioneering Hume family best known for Hamilton Hume and his overland journey to the Port Phillip area in 1824-1825 with William Hovell. Hamilton Hume was granted 300 acres at Appin for this work, which he named ‘Brookdale’, and in 1824 the Hume and Hovell expedition to Port Phillip left from this property on the Appin Road north of the village, near where the Hume and Hovell Monument now stands. The Hume Monument was erected in 1924 by the Royal Australian Historical Society to commemorate Hume’s 1824 expedition.

The earliest European occupation of the Beulah site, according to Megan Martin from Sydney Living Museums, were emancipated Irish convict Connor Bland who constructed the farm cottage around 1835-1836.

Boland put the property up for sale in 1836 and called it Summerhill. The Hume family purchased the property in 1846 and then leased it out. In 1884 the property was renamed Beulah and members of the Hume family lived there until 1936 when it was left to the RSPCA while Hume family associates were given  occupancy rights and  lived in the house until the 1960s.

Ellen Hume and Beulah were featured in “The Australian Home Beautiful” in 1934 in an article by Nora Cooper, photographs by Harold Cazneaux and descriptions of Hume family furniture. The forest which Miss Hume treated as a private sanctuary The Hume Sanctuary received special attention. It was Ellen’s wish that her trees be left to the nation….

The Beulah estate was purchased by developers in the 1970s who anticipated land re-zoning  linked with the 1973 New Cities Structure Plan for Campbelltown, Appin and Camden. The state government released  the New Cities Plan as part of the 1968 Sydney Region Outline Plan. The plan was based on the utopian dream of British New Towns like Milton Keynes and plans for the development of Canberra.

Some of the new Campbelltown suburbs that appeared in the 1970s followed the Radburn model developed in the United States, which had houses facing a shared green space with no back fences. They turned out to be a disaster and the state government has spent hundreds of millions of dollars reversing these houses so they face the street in suburbs like Macquarie Fields, Minto and Ambarvale.

The original New Cities Plan turned into a developers dream and created the notion of ‘Ugly Campbelltown’ in the Sydney press by the end of the 1970s around public housing . Camden and Appin escaped the worst of the housing releases of the 1970s. Sydney’s urban sprawl reached the Camden LGA in the 1980s at Mount Annan and Currans Hill, while Appin has only seen extensive land releases in recent years.  The 1973 Macarthur Growth Centre failed to materialise in its planned form and in the process cannibalised Campbelltown’s main street and left it a shell of its former country town self.

In 1973 the State Planning Authority, according to the State Heritage Inventory, conducted a survey of significant 19th buildings in 1973 and identified Beulah and Humewood as significant. The National Trust of Australia (NSW) did a study on the property and classified it in 1980.

In 1983 Campbelltown City Council proposed an interim conservation order and a permanent conservation order was placed on the 19th century cottage in 1987. The owners were ordered to make repairs to the property in the early 2000s, and the in 2010 the NSW Office of Heritage and Environment acquired the property as part of the state government’s Biodiversity Offset program.

The  State Heritage Inventory considers the estate to an important example of early conservation planning that resulted in the retention of an ‘entire cultural landscape’ containing a homestead group, stone bridge and garden layout.  Sydney Living Museums have undertaken considerable conservation and restoration work on the farmhouse and the stone bridge on the access road to the farm house.

New land releases around Beulah

Beulah and its heritage curtilage is potentially threatened by Sydney’s urban sprawl with new land releases in 2013 at Appin to the south along the Appin Road, while to the north there is the Mount Gilead land release adjacent to Campbelltown’s southern suburbs. Both of these land releases are a repeat of the 1973 housing releases. They are low density horizontal developments that add to urban sprawl. They are problematic and fail to add to the existing identity of the area and take decades to develop their own sense of place.

The urban sprawl that is encroaching on Beulah from the south is part of the NSW State Governments 2013 The  Metropolitan Strategy for Sydney to 2031.  A structure plan developed for the Appin area states that there will 18,300 housing lots release over a 25 year period from around 17,000 hectares. Walker Corporation stated that there is a strong demand for new housing releases in the Appin area and in 2013 26 lots were sold within 2 days of the June land release.[2] There low density houses were similar to in nature to the planned housing developments of 1973 that failed to eventuate.

On the northern approaches to Beulah are the Mount Gilead land releases on a property formerly owned by Lady Dorothy Macarthur Onslow who died in 2013.  Mount Gilead is proposed to have  1700 housing lots from 210 hectares which Campbelltown City Council endorsed in 2012.[3] The property contains the historic tower-mill believed the last one in New South Wales along with a homestead, stone stable, and granary dating from the early 19th century.

Appin Road a deadly lifeline

The issue of urban sprawl is complicated by the inadequate road access. Beulah and the Appin and Mount Gilead land releases all front the Appin Road one of Sydney’s most dangerous stretches of road. A major unresolved issue in the area around Beulah and land releases at Appin and Mount Gilead is the upgrading of the Appin Road.

The Sydney Morning Herald stated in early 2016 that the Appin Road was Sydney’s deadliest road. Between 2015 and 2000 23 people were killed on the Appin Road with the latest fatality in January 2016. While the state government has plans for road improvements this will take a number of years meanwhile there is increased traffic generated by new land releases and general population growth of the Campbelltown area.

The Appin Road has always been an important access route between the Illawarra and the Campbelltown area. Before the  South Coast railway was extended to Wollongong in 1887 the Appin Road was used as the main access route  to the Main Southern Railway at Campbelltown, which opened in 1858. There was a daily coaching service running between Campbelltown Railway Station and Wollongong. There is still is daily coach service between Campbelltown and the Illawarra via Appin, although tese days it mainly caters to university students.

The poor state of the Appin Road is just one of the issues created by Sydney’s urban sprawl.   Other issues include fire risks, urban runoff and food security, public transport, waste, water supply, loss of prime farm land, community facilities, pollution, energy, social cohesion, and equity challenges. Beulah is part of story of the Sydney’s rural urban fringe which has been a landscape of hope and loss for new arrivals and local alike. It will be interesting to see the part this important heritage asset plays in this narrative and how the construction of sense will effect new residents surrounding it.

In 2019 Sydney historian Stephen Gapps has written about the defensive structures in buildings in the Appin area including Beulah. These buildings were part of the colonial frontier of New South Wales where there were violent clashes between Europeans and Indigenous people. There is evidence that rifle slits and gun loops were were of the colonial architecture at Beulah and the Vines near Appin.
